825 houses, new Banbury United ground and school approved

Cherwell’s planning committee has accepted the latest plan for development on the fields south of the existing Longford Park development

A development of 825 houses together with space for a new Banbury United ground and a new secondary school between Banbury Rugby Club and Adderbury has taken a step closer.   Outline planning permission for the scheme on land that is currently arable was granted at a meeting of Cherwell District Council’s Planning Committee on Thursday evening.

A new access road will be built into the development off the A4260 (Oxford Road) where an existing farm track is located, just south of Cotefield House.   The majority of the houses will be towards the northern side of the site, next to the Longford Park development.

The area has been included as two development sites in Cherwell District Council’s Local Plan but has only just reached the point of being acceptable to both the developers and Cherwell District Council’s officers.

Adderbury Parish Council objected to the application, which brings the edge of Banbury to one field away from the village.   Banbury Town Council also objected on grounds including access to the site through Longford Park and concerns on the impact on traffic.

Councillors were told that the majority of the concerns from members of the public came from those living on Longford Park, who were concerned about access, especially during the construction phase.

Councillor Colin Clarke, who is one of the three elected councillors for the ward affected by the development, proposed approving the application.   He noted that as the site was in the Cherwell Local Plan the principle of development had already been established.   Councillor Clarke also highlighted that it had been an aspiration of the council to find a new home for Banbury United.   He said: “Its very good to see that we’ve managed to negotiate a piece of land for Banbury United which I think is very much welcomed by those of us in Banbury – residents and Councillors as well.

“Also a site for a secondary school.   Banbury is fast expanding.   The population will soon be 50,000 and we’ll soon be in dire need of a secondary school.”

Councillor Clarke reminded members that in its existing plan the Council had a shortfall of 509 new homes over what it was required to build.   Whilst 825 new homes was more than had been planned for this site it did help reduce the number in the shortfall.

Councillor Tony Mepham seconded acceptance, citing the new ground for Banbury United as an important part of the proposal.

The application was approved by 15 Councillors, with one abstaining.
