Objections to Brackley bar’s late licence application

Brackley bar’s bid to serve until 1am on Fridays and Saturdays receives objections

An application to allow a bar in Brackley to serve alcohol until 1am and play music until 2am on Fridays and Saturdays has received objections.

The application was made to vary a premises licence for TGR Bar and Restaurant in Bridge Street.

Under its current licence, the venue is permitted to serve alcohol and play recorded music until 11pm on Fridays and Saturdays.

West Northamptonshire Council’s licensing sub-committee is due to hear the application on Wednesday (July 7).

A report to the committee states that during the consultation period, the council received no objections from environmental health or from the police.

The report states: ‘An application for a Licensing Act 2003 premises licence variation was submitted by TGR Bar and Restaurant Ltd to West Northamptonshire Council on 17 May 2021.

‘The application is for the following changes: sale of alcohol on the premises: Monday – Thursday 10.00 – 00.00, Friday – Saturday 10.00 – 01.00 and Sunday 10.00 – 23.00, recorded music indoors: Monday – Thursday 10.00 – 01.00, Friday – Saturday 10.00 – 02.00 and Sunday 10.00 – 23.00 and the addition of late night refreshment both indoors and outdoors: Monday – Thursday 10.00 – 00.00, Friday – Saturday 10.00 – 01.00 and Sunday 10.00 – 23.00.’

The application received objections from some members of the public.

Some of the representations claim that there is noise disturbance under the current licensing times and objected to an extension of licensing hours.

A response from the council’s licensing technical officer states: ‘The council have not been made aware of any previous noise complaints and as such we have no history recorded for this.

‘Have you ever reported any noise pollution to us? I can confirm that our colleagues in health protection have been consulted as experts in the field and have no objection to the variation.’

One representation is from the owner of the Unicorn Hotel which is next door to the TGR Bar. It stated: “As the owner of the Unicorn Hotel, 10 Bridge Street, our building is right next door.

‘We have guest bedrooms facing the premises building and garden and it’s not appropriate to have noise at that time of night.’

The steps the sub-committee can take are:

  • to grant the licence subject to conditions as appropriate if it is considered necessary to promote the licensing objectives
  • exclude a licensable activity
  • refuse to specify a person named as the designated premised supervisor
  • reject the application

The hearing is due to start at 10am.
