Hospital car park upgrades with number plate cameras and credit card payments

System will help with quicker entrance and exit to the car parks and better management of how people use them

Visitors to the John Radcliffe and Churchill Hospitals in Oxford who plan to park at the hospitals will notice new Automatic Number Plate Recognition cameras have been installed.

The system photographs all vehicles entering and leaving the car park and is linked to the on-site pay machines and a payment website.

The Oxford University Hospitals Trust says the system brings benefits including allowing card payments for parking, quicker entrance and exit to the car parks and better management of how people use them.

The installation of Automatic Number Plate Recognition system is part of an over £1m of improvement works to the Trust’s visitor car parks.   These include new card payment machines at the Horton General Hospital and re-surfacing and lining in most car parks.

There are no plans to install Automatic Number Plate Recognition cameras at the Horton General Hospital.

The new Automatic Number Plate Recognition system at the Oxford hospitals will not impact current exceptions or concessions for visitors and blue badge users, and the price of parking for other users remains the same.

Sam Foster, Chief Nursing Officer at Oxford University Hospitals, said: “We recognise that car parking and traffic flow are a major source of frustration for our patients, visitors, and staff, and that it can impact negatively on patients’ experience of visiting our hospitals. 

“Installing ANPR is an important step towards improving the experience of visiting our hospitals for both patients and their loved ones.”

    After three recent visits to the Churchill Hospital I’ve now got three parking fines. I was completely unaware that the parking system had changed and on seeing the machines covered over with black bags automatically thought they were out of order and that I didn’t have to pay. It’s obvious I wouldn’t try to avoid paying three times. My appointment at the John Radcliffe was fine and the signage was clear to see but the queue at the pay machine took ages. Now I have to find £150 to pay the fines. How awful is that on top of worrying appointments?

      I’ve also received 3 fines – 2 from J.R. and 1 from the Churchill…it’s not clear at all that there’s a new payment system – as Caroline Pollard has stated, why would anyone risk a fine (if it were clear to see) when paying the car parking charge is so reasonable..it doesn’t make sense and it should be plain for SIPS to recognise that a mistake has happened and not only once.

    I have got penalty for my parking at Churchill hospital, so confusing, I went there on Sunday, the ticket machines where covered so presumed parking is for free.
    More information about parking needed.

    This whole system of parking is very confusing. Even now having read the information I still don’t find it clear. Like others who have commented I simply assumed the machines were out of order (Churchill care park 1) because there was scaffolding around the building. I only realised there were new payment methods when I received a fine. Clearer info is required. I’m happy to pay. But need to see clearly how to!!!

    We had our first cancer appointment on monday the 24th jan.we parked in car park one,the ticket machine was covered with black bin bag and barrier went up.We returned approx two hours later and when approaching the barrier it lifted.there was no info.regarding payment. Only to receive parking fine.This cannot be fair.
