Parking permit schemes agreed in two areas of Banbury

Streets off Hightown Road and along Broughton Road are affected

New residents’ parking permit schemes have been approved for two areas in Banbury.

A number of streets close to the Horton General Hospital will see some double yellow lines to stop all parking and a requirement to display a parking permit in others.   Foscote Rise, Green Lane and Valley Road are affected.

During a consultation 71 objections were received on the idea of parking permit restrictions with 41 of the responses supporting or partially supporting the idea.

The council believes it has addressed some of the concerns raised during the consultation with the introduction of short‑stay parking for up to 2 hours within marked bays on Valley Road, Foscote Rise, and Lodge Close.

Oxfordshire’s Highway’s Chief, Councillor Andrew Gant, approved the scheme this morning.

Meanwhile only a small number of people responded to a public consultation on a scheme for part of the Broughton Road and Gilkes Yard.   They were split almost evenly between those in favour and those against.

Officers indicated they felt there was greater support for the scheme than the formal consultation demonstrated, noting those in support at an informal stage may not have responded to the formal consultation, whereas those who objected did.

They wrote: “Where informal consultation has taken place prior to a statutory consultation, there is an inherent potential for bias towards objections at the second stage. Individuals who opposed the scheme initially are more likely to submit further objections, whereas those who previously indicated support may not feel it necessary to respond again to subsequent consultations.”

Councillor Gant urged caution against dismissing any feedback, but accepted their argument and approved the scheme.
