Councillors want a site visit to see the for themselves
Planning Committee members at Cherwell District Council were due to consider an application to build a two-bedroom bungalow within the rear garden of a Grade II listed cottage in North Newington this afternoon (Thursday). However their deliberations and decision have been deferred to the committee’s next meeting to allow Councillors a chance to visit the site.
Wheelwright Cottage on Main Street benefits from a garden which is 33 metres long. The applicant wants to build the property alongside The Pound, which is a defined Public Right of Way to the rear of Wheelwright Cottage’s garden. This is informally used by cars for access to properties.
The Pound runs up hill from Main Street. A number of objections had been raised with concerns expressed that the proposal would overshadow and obscure the current views of listed buildings. There were also questions as to whether the Pound can legally be used for access.
Officers had recommended the application be accepted but had referred it to the committee partly due to the level of public interest in the application.
Planning Committee Chairman Councillor George Reynolds said: “Having read the report there are one or two aspects of it, juxtaposition of the planning application, the listed buildings and the conservation area. I think we need to look at it on site.
“It is on a site that is fairly steep, one house above the other. I would like to defer [a decision] for a site visit.”
