Parking permits for streets off Hightown Road set to be approved

A mix of parking permits, double yellow lines and short stay bays will be introduced

A number of Banbury streets close to the Horton General Hospital are set to have new parking permit restrictions implemented, if the go-ahead is given next week.

Oxfordshire County Council is proposing introducing the new rules as part of Phase 2 of its Hightown Road project, affecting streets such as Foscote Rise, Green Lane and Valley Road.

The scheme will see double yellow lines to stop all parking in certain areas and a requirement to display a parking permit in others.

During a consultation on the introduction of parking permits 71 objections were received, whilst 41 of the responses supported or partially supported the idea.

The council believes it has addressed some of the concerns raised, with plans to introduce short‑stay parking for up to 2 hours within marked bays on Valley Road, Foscote Rise, and Lodge Close.

Free of charge visitors’ permits will be available to residents aged 70 or over.   For other people the first block of 25 visitor permits will also be free.   After that a second block will be available at a cost of £31.50, up to a maximum of 50 permits per year.

One resident of Foscote Rise objected to the change, noting it would severely affect his wife’s livelihood.   He said: “I strongly object to permit parking, my wife runs a hairdressing business from home which will be forced to close due to clients being unable to park.

“We live on Foscote Rise and a parking issue is caused by the Foscote PRIVATE Hospital, this Hospital has very little parking, which it needs to be addressed, and the Hornton Hospital which also struggles and visitors have no choice but to park on side streets.”

Oxfordshire’s Highway’s Chief, Councillor Andrew Gant, will make the final decision next Thursday.   A report ahead of the meeting notes that the councillor for the area, Dr Izzy Creed, supports the proposals.
