Decision due on plans for conversion of Banbury Library into 10 flats

The latest plans have addressed issues which saw a previous application refused
Councillors will tomorrow consider plans to convert most of the Grade II listed building which is currently home to Banbury Library into 10 apartments.
The library is set to relocate from Marlborough Road to Castle Quay.
The application proposes transforming the upper floors of Borough House into a mix of one, two and four-bedroom homes. The scheme also includes a partial demolition to the rear of the building with a new extension created, and internal alterations to the Victorian building.
Planning officers are recommending the application be approved, subject to conditions and the completion of a Section 106 legal agreement securing financial contributions towards education, community halls and indoor and outdoor sports facilities.
A similar proposal was refused in 2023, but officers say the revised plans remove a previously proposed external fire escape, reduce the extent of internal subdivision and better protect the building’s historic character.
The report concludes that, despite the loss of office space, the benefits of creating new homes in a sustainable town centre location and securing the long-term future of the listed building outweigh policy conflicts.
