New restriction should allow more control over events at Motocross Track

Local people have raised concerns, including noise on Remembrance Sunday

A new planning restriction is being proposed for the Motocross Track on the Stratford Road just outside Wroxton.   Its believed the move would give Cherwell District Council greater control over future events at the track, which is believed to have been in existence since the 1980s.

The authority’s Executive is being asked to approve a “non-immediate Article 4 Direction”, which would remove certain permitted development rights and require planning permission for larger temporary motocross activities.

The move follows concerns raised by local people about noise, traffic and the scale of events at the site.

A report to councillors notes that while officers found no evidence of significant noise nuisance or unacceptable highway safety impacts at present, future events could become larger and more complex without any mechanism for planning control.

During 2025 the 14‑day motor racing allowance comprised seven standalone practice days and four championship‑style events.   Three of these took place over two consecutive days and one event was held on Remembrance Sunday, which lead to complaints from local people.

The proposed direction would apply only to the existing motocross site and would not prevent motocross from taking place.   Instead, it would ensure future events are subject to planning assessment and public consultation.

If approved, the direction would be advertised for consultation and would not come into force for at least 12 months.
